Why can't you add nicotine to other products besides cigarettes?

    I've been thinking this over and I can't quite figure it out. Why can't you add nicotine in things like soda and other food products? If you could do that then people could quit smoking simply by switching over to food products with nicotine in them. Nicotine isn't what kills people, it's the cigarettes and tobacco products that does. Something tells me that the government sees cigarettes as a form of "population control" which is why they don't take them off the market. Besides expensive "quit smoking" products, they're the only product with nicotine in them which doesn't seem to make sense to me.

    From what I read, there already was a beer with nicotine. but that was in germany in '05 and can't find any more recent infos.
