Why can't i post in these threads??

    I cant post in the 'contests' or 'design' sections.

    -i have 11 posts in the web site review section
    -i have a green reputation
    -i have been a member for more than 8 days
    -i have more than 10 posts
    -whenever i try to activate my account, it says its already been activated
