Why can't i hold a contest, help please desperate

    I have made like 60 posts and im sure i have followed all the criteria


    my site is about to go live after 4 months with web designers, and i am unable to use photo shop for banner adverts, can't launch until they are done.
    This isn't a sob story just wondering what i do to get accepted. Can admin help?
