Is it TRUE that the more good quality of backlinks one page of a site has, the higher its page rank?
If it is, WHY a particular page of a site whose page rank is low can RANK HIGHER in SERP than another site whose page rank is higher?

So what I mean is, why a site can rank higher in the SERP whereas its page rank is lower (if we assume that the more good backlinks it has, the higher its page rank?)

you cannot determine the pagerank=more visitors, some site claim that even they have zero pagerank, they still have a lot of visitors coming to their site and make them money
