why can’t add location to my photo that have been there ?

I was at Saint Sophia's Cathedral, Kiev and take photo there

now after upload my picture for adding Location dosent suggest “ Saint Sophia's Cathedral, Kiev “ Place even when type “ Saint Sophia's Cathedral, Kiev “
