Why aren't they using my whole budget?

For the last few days, Adwords has only been using 50-75% of my daily budget each day. Is there a reason for that? And, it seems like the more I increase my budget the less they use.

My CTRs don't seem great to me, but I don't really know what great is. I get about 2.5% CTR each for Search and Content.

Thanks in advance for any thoughts.

I have seen adwords rarely consume full daily budget. so it's a common problem for
    all people.

For newer accounts, they want to establish a payment history first. This way people who are maliciously using adwords, (using vccs or abusing vouchers), can only steal so much.

Really? I pre-pay for the clicks and have 10x my daily budget sitting in my account waiting to be used. For the first few days of the campaign they used my entire daily budget - and occasionally more. But the last few days it's been less and today they used less than half!?!

What's vccs? I have some vouchers but they won't let me use them - they say my account is too old. I've had this account for a LONG time, I just stopped using it for a while.

    Thanks for the responses.

Under Edit Campaign Settings, try setting your ad delivery method to "Accelerate: Show Ads as quickly as possible" rather than "Standard: Show Ads Evenly Over Time".
