Why are PR8 websites so rare?

    I have seen a lot of PR6 websites, a lot of PR7 websites, a lot of PR9 websites, but I have almost never seen a PR8 website.

    Why are PR8 websites so rare? It seems that either Google assigns a PR7 to a website or a PR9. Has anyone else also noticed this?

    Digitalpoint is PR8 :D I believe PR9 is rare :confused:

    If everyone had a PR8, how valuable would those links be? It's a scaling system.
