I am trying to figure out why my CPC's are so high. it is obviously because the quality score is low, but i cannot figure out the reason for the quality score being low.

I am buying related keywords and sending them to specific landing pages, yet it tells me i need to bid more or increase quality. The CTR is high also. What are the main reasons for this?

Make sure that your site contains a good number of pages and articles related to what you're promoting. Also, make sure that it contains the following pages:

    About us
    Privacy Policy
    Contact

You should also make sure that you link to some other sites from your site. Link to some high authority sites that's related to the offer you're promoting.

I think you should focus on below things:
    1) CTR (Ad variation should be relavent to your keywords)
    2) Landing Page (Landing page should match your keywords)
    3) By the way how old is your account?
    4) How many keywords are there in your each adgroup?
    5) What steps you using to optimize the keywords?

reply... and will definately find the solution.
