Why are low ranked directories ignored?

I understand posting in low ranked directories will have no short term benefit, however who is to say some of these low ranked directories will not turn out to be crackers in the future. The other benefit to listing on low ranked directories is they are generally free.

I have noticed that many directories with a good PR 12 months ago, now find themselves with little or no ranking. This means the benefit to members who paid for a submission has diminished.

I understand it is wise to list in as many free, high ranking directories as possible and list in paid directories depending on your budget. However I would not completely dismiss the low ranked directories.

Whoever fed you this line of bull is fibbing. If a directory is indexed its good. Even if its sitting in the supplemental index. Secondly I dont believe you get any better value from a high PR directory either. Google does not fine tune its weighting to this sort of extent. Govt sites or recognised and official bodies yes but not two bit directories.

I would have to disagree with this point.

PR doesn't matter to a site owner too much if his site is making an income by selling stuff or such. But he'll need SEO ranking or better indexed directories.
