Why are image ads that say click here or just arrows allowed?

    Aren't image ads supposed to have something on them that says something? I see adsense all over the place that are nothing more than images of arrows. I see these mostly on video sites. I click them accidentally. Why do these ads get approved? Isnt this against the policy?
