Why are ads applied across entire Campaign and not Order??

    AdCenter is driving me nuts. When I create ads for a specific set of keywords in an Order (Order A), I then create a different set of ads for a different Order (Order B)in that same campaign. But the ads from Order A also appear when I start to write the ads for Order B.
    Why? According to their doco, ads are supposed to be per Order and not go across all orders w/in the Campaign.
    Has anyone else seen this?
