    Google has hundreds of thousands publishers and it has to issue a tons of checks on a daily basis, I guess this is the reason why there is a delay in sending payments, but the point is if there is too much work load then Google must take some firm step in this regard coz. this issue has been here since starting.. I hope google take some step in this regard and increase it's work force or man hours so that publishers can get their money in time..
