Why am I only getting public service ads on my forum home page and regular ads on all of my other pages?

It has to do with content. Does your page have flash, lots of banners and pictures?

Or, some AdSense categories have a limited number of paid up ads -- after the AdWords money runs out for those categories, AdSense runs public service ads.

My web store (1200 pages) shows wedding ads and this has never happened. Plus all my inside topic and category pages show ads just fine. Everything is wedding related. Any other ideas?

You don't have any content on that page; just a bunch of links and some banners. You need blocks of text.

Right now the page is in "maintenance mode" so I can't see it. But if JohnsonSmith is correct about the content, it may be that AdSense can't determine an appropriate category.

That's it. If I was a visitor getting to that page I would have no idea what it is about

I didn't realize that maintenance mode was on. Sorry about that. Everyone should be able to see it now. I don't think that there would be any question what its about. Ads still don't show in regular mode.

AdSense seems to select ad categories based on proximal content. Your AdSense banner is at the top. The nearest real content is about a free gift certifiate. Then you see a list if forum titles with brief half-sentnece descriptions, often very general. Try to read that whole page like a paragraph -- what is the content (focus only on the words)?

Move that "free certificate" stuff away from the banner (put it at the bottom maybe). Flesh out the forum descriptions and titles a bit to emphasize wedding planning, wedding dresses, wedding dress bargains, wedding photography, etc., etc. Give AdSense a few selected and repeated keywords to digest and see if that helps.

He probably got cached with the old content for delivery. I find that to be a big pain in the ass when making a new site. You put the ads in to see the format and they pick up crap for relevance.

Use fake fixed width tables to fill space when making your new site and add the adsense when it's done is my idea.
