This 6 month rule applies to certain Asian countries only. I agree with the importance of quality content. If your website is full of duplicate content, there is no chance for Adsense approval.
I am using Blogspot (www.blogger.com) i applied and got accepted within two days, so having a blogspot blog is not a reason. His content probably violated some of Google's terms, and that's why he was not approved in my opinion.
You can get adsense on blogger. but to be approved you need good,original and a lot content(words,full sentences). 15000 pageviews??? wow!! how??? and when google sends you email for disapproval they provide the reason for disapproval.

Your site is mainly photo, I doubt that you are owing the photo or you get it from other site. If you are photo, then it is involve the copyright issue which not allowed by absence.
Hi, for information, i already had an issue while applying to AdSense ! They are quite strict on the website quality. I got some small design / layout issues with specific browsers. Technical support of AdSense told me they want to offer their services to top quality websites and that visitors should have a good user experience browsing the website, and so, they will use AdSense banners. (They don't want to be associated with bad quality websites) After a few update of my website, i applied again, and my account was activated like a charm. Hope it will help ...
Your blog contains very less words because it is graphics based. So I think Google won't be accepting your blog unless your blog grows up a little more (Because they won't understand that your blog has some content in form of images. They usually neglect images from content.) I have not seen many wallpapers sites with adsense anyways. Also, are you the owner of these images? Google is very strict in terms of copyright matters, so they won't approve a blog which doesn't have a content of its own. Hope my answer gives you some idea...
Good looking site but there are more images than contents. I think it is the hidden reason behind this issue
My site just recently got accepted to google adsense it's great, I was rejected twice but the third time I added a sitemap page (just took it down) in the header, in bound links, more content on the homepage, and more keywords like part time jobs and diverse scholarships... Since u run a blog it should be easy to add content and keywords just keep improving
i think google does not accept second level domain.. so in my point of view dont waste time in blogger. blogger is shit.. just purchase domain($10) get host($40 per year) and install wordpress. and if you have good contetn then why are you using blogger..try wordpress.its awesome.
