Why ads aren't showing, though avrg position is high?

    I encountered a strange features with PPCs like Adwords and Adcenter.

    I limited my daily/month budget like 200$ and set it accelerated/spend until depletion (Show ads as quickly as possible ). Ok. Then goes first impressions, and my average position according to PPC stats is like 3-9...

    1)Today I checked if my ads are showing. My kw are pretty much searched terms but I get a few clicks only each day (and few impressions too!).
    I searched on MSN and Goo my exact and phrase keywords.. and there was NO my ads showing... though they say that my average position is around 3-9.
    How is it possible?

    2)A few days ago, after I added to Adwords my 10K kw list the Recommended daily budget was about 1200$. Now I check it again and they say that my current 200$ is sufficient! 8(
    Why?

    I have experienced this disturbing phenomena. The explanation I got from Google technical services in plain speak,is the the ip assigned to my intrernet connection was outside my geographical region, hence I could not see my ads. I am focused on a region just west of Toronto and I was viewing ads in the Vancouver area. With this all said I did see ads of me competitors which positioned for the Toronto area.

    Of course I know about geo targeting. I'm not from US, so I used a bunch of USA proxies. But still MSN and G do not show my ads, even with my proxy IPs.
    (a week or two ago they showed my ads for these proxies!)
