If you're just getting caught up with everything on the internet, I'd suggest creating a blog first to learn about it and then if you want your own website, you can purchase a domain. I'd use a blog on WordPress first, and Good Luck! For those of us who did not grow up with computers, it's quite the learning experience!
Both are cheap to setup and install... The only difference would be how you layout the content. Most people consider website to just only how company info, product, and etc. And blogs too be more of a personal interest. But both can be the same and both can be difference... Again its about content you provide.

It depends ... example if you had a handyman business and your domain was Oahu-Handyman.com you need to figure... all your categories would be different.... but for a blog to dominate for an area like that you'll need a premium wp theme I mean customized to the bone..... that will be somewhat expecive....... now if you build website and you need traffic right away build up the main domain like this Oahu-Handyman.com and then install a WP blog making the uri like this Oahu-Handyman.com/blog ..... this wil catapult your business because google likes domains with blogs that carry the weight and of course website that have many indexes and pages...... you have to mix the variations...
A blog is a website in every aspect of the word WEBSITE. In the UK we now have government websites powered by WordPress, we have hospital websites powered by WordPress. Why, like some of the previous posters do people think of blogging as cheap. If you know how to use WordPress, design and implement - you can have the best ever content management system with the widest support in the world.
Not necessarily true. There are some fabulous WP themes out there that you would never know were a blog unless you looked at the page code. WP has some limitations when it comes to implementing some design modifications, but not many, I have always been able to find a work around. The reason WP is so popular, especially with small business owners and organizations with small budgets is the right person can make it look good, and you can make changes yourself without having to call your web guy every other day. I honestly believe WP is a few additions from being 100% and the most used software for web publishing across the board. Entertainment businesses like nightclubs and such will still probably always opt for a custom flash design, but for B2B, and Small to Med sized service and product oriented businesses..you really can't beat it. Even if you hire a WP specialist, it's still going to be thousands less than hiring a web designer and you can get close to the same look, with twice the functionality, standard.
hmansfield - nice and true - although..... with both website and blog in action... dominationshappen also.... blogs are powerful... but ide be scared .. as most bloggers forget to post... then their goes the blogs pr .. and campaign.... blogging is another type seo wise... you have to be all over it... on the other hand website are sticky... they stay up in the engines.. no matter.... the domain is important for a website... but blogs dont matter... so the name is valued in the domain URI .... it is about your nich and factor as a webmarketer to push the levels... word press you need to blog alot ... otherwise google strips pr .... you need to do directory submissions also for pr...
When you speak of blogs, you actually speak of "content"...IMO a blog without any content cannot be called a blog
If you are using a wp blog that's hosted on your hosing you can easy to add on some plugin rather than you used static web site and also it's easy to manage it. add some content and etc2..
I see a blog as being like a motion picture, while a website is more like a photograph. That is, blogs are much more alive, constantly changing. Websites are more static. That's one of the main reason blogs have more appeal.

for begginer I would recommend Blog, it's free for sure, and you can experience with that, join PPC, Paid review, and many more.but if you pick a website, [ incase you don't know about anything like Php, html, script] that would be nothing... you just spend you money for nothing
