Who should I join?

    I want a PPC program that allows payment by PayPal and has vouchers that I can buy similar to Adwords.

    I don't anyone apart from Google or the big networks that have vouchers.

    Our network www.adtoll.com accept PayPal though! ;)

    You won't get it all... we accept PayPal, but dont have vouchers, Adwords doesnt accept PayPal but has vouchers.

    You can't have your cake and eat it too! ;)

    The problem with vouchers is that some people abuse them and sign up to duplicate accounts just so that they can get free advertising. This will not help a small ad network at all and can send them in the red if they have to pay their affiliates.
