No they are not ignorant enough to say you can't sell any ads. They just want you to put a nofollow attribute on any paid ads. They are mostly concerned with text link ads bought with the sole purpose of improving search engine rankings. Also they had this AdSense rule long before they decided to wage a war on link buyers & sellers.

Yes, you can sell link but read carefully on the last sentances If google "think" that the ads is confused with google ads, then you are in dangerous.
Try offering Link Selling on your blog in text format and place some other site link with heading Advertisement. And don't no-follow it. You will be here after one month cursing the Google, guaranteed.
Google will ban you if you sell link (Banner or text). But if you put that with nofollow or redirected urls than it's ok.
