You pay monthly and you can pay via paypal if you wish. Their hosting account is only $15 for the first month, and $10 a month after that. You will NOT be able to find a better website host, because trust me, I have looked. If you are behind paying your monthly bill, they give you 10 extra days before they suspend your account and delete your website which is pretty good.

I'd also like to give a shout for Dreamhost, Although I've had one or two problems. One being a php function disabled. One being site breaking for no apparent reason.
I've been with dreamhost.com for quite some time and never had any major issues/complaints. Once you outgrow dreamhost.com you would need to move to VPS or dedicated hosting.

I was blown away when I found an affordable host which offered Ffmpeg, but was sceptical. I decided to give it a try, since they offer hosting on a month to month basis. My observations are, they have an amazing uptime, superb value for money, very fast hosting, and a massive amount of allowed bandwidth and disk-space for the cost. What totally won me over was their support. I've had to create tickets 2 times in the 8-9 months I have been with them (none of them were their fault, but questions / assistance I needed) and have gotten prompt reply both times. Last time, the help I needed was actually with configuring my local php file, and I didn't think they would help, as most hosts do not (I tried with GoDaddy and got a generic "we're sorry, we don't help with script configuration" kthxbai reply) but to my amazement, they actually went ahead and Did the configuration for me!!
