I think if ICC can allow other country players to continue their career thn he must be allowed as you mentioned that "He was not even matured enough to be called a international bowler that is why he is suffering a ban" To get 100 wickets is not a criteria to be the No.1 bowler of world, just look at his speed to get wickets.
