Who is responsible for Pagerank ?

    I am a domain reseller . i have been selling 3 - 4 page rank domains every day .
After a PR update , Some domains got PR up and Some domain got down .

But i can assure that PR is valid when i sold the domain . Some guys who got PR down , ask for refund. They have not developed their content with that domain .

Nowadays , PR update is almost happening 2-3 times for a month .

Please reply who is responsible for PR ?

don't think anybody's responsible for it; must be some sort of numbers and data put together so that it translates into a number called pagerank :O

Is that a rhetorical question to stave off refunds? PR goes down because all you have left is just a domain. Build a site and content first, bookmark it, continue to build links, etc.... That's how to PRESERVE a domain's PR...

the old owner is responsible + the new one

    old :
maybe thats a fake page rank
    new:
in the case its a real page rank ,maybe he/she is misusing it , like setting up an image host on a domain name that used to be a socialnetworking website

You should settle the problem before selling the domains with the buyer. The refund depends on the agreement. PR is exclusively Google's responsibility. :D

The page rank is provide by different search engine using different technique. If your site get good traffic means the page rank is increased. When the traffic to your site decrease means the rank may go back.
