Depending on your requirements, $2.00/month may not be able to sustain fast and reliable customer support, as well as 99% uptime. Cheaper hosts take shortcuts, and cut corners.

I agree, it wold depend on how much space and bandwidth. It may be hard to get a reliable host for $2.00 per month especially if paid monthly. By the time credit card fees are subtracted, it would be substantially less per month.
A lot of providers are offering as low as your requirement nowadays. Be aware though, most are resellers/master resellers who don't own any server at all. And they will vanish in a month or so. There are solid providers though that run promotions from time to time with low price deals. I say, you look around.
Your requirement fits our business model very well, EXCEPT point #1. I'm sure that most of hosting company as well as my own would have no problem accomodate your 2,3,4,5 requirements but that very 1st one is hard to comply.
