Who does manual directory submission?

I have seen people offering to submit your sites to website directories for a sum of money, but I can't seem to find them now! I have used the search but havn't had much luck... If you could post here if you do it and list your prices it would be great! Thanks!

Slightly off topic, there seem to be an increasing number of people getting banned - some of which seem to have quite a few posts. Can anyone identify why these people are getting banned and what they are doing wrong?
