What kind of content are you talking about? What niche are you in? How are you trying to publish and market your content? What kind of services are you trying to provide these "clients"?

A little more information would help us help you. :D

Well, firstly if you post in the right section, you have more chances of finding something relevant.

However, let me answer your question - if you want to freelance, there are several ways to do it. You can find the DP marketplace and offer your services there to people who need articles. It is a good place to start.

Another option is to find freelancing sites like Elance or oDesk (I discuss more on my blog if it interests you) and get started. It can take a while to get your first project but then on it is a smooth journey.

Then, you can guest blog on several blogs that accept these for payment. For this of course you will need to find blogs in the appropriate niche.

For the long term, if you are serious about freelance writing, you should have a blog with writing examples, portfolio, rates, experience etc.
    Good luck!

Start a blog and post regularly. Increase your clients by showing them your blog. Your clients need some proof of your talent. Also state some offers like reduced charges for repeated clients. Such tactics attarcts clients.

First, you need to make sure you have a good blog yourself to get clients. Also, when you get your clients, your blog would be a best place to present to them to check out your writing skills.

IF you have having issues finding titles to write content check this:

If possible write guest post on some quality blog and give your signature on that post. You can show the links of that posts to your probable customers. Guest post on high pr site can give you a better chance to win customers.
