I can code such a site. I've done a similar site here in Portugal. But keep in mind that's not a easy task. We're talking about a large scale application. Fully scalable if you're planning to promote it a lot and send in a lot of traffic. There's a lot to know about the business itself like last minute offers, packages, direct booking in airplanes and hotels, gateway to other platforms like amadeus (airplanes) and direct hotel booking platforms. That's not something that it's possible to say that is going to cost you X and that's it.
