    License transfer or rent or sell.. outside of WHMCS.com is totally OFF!
    People who offer Cheap licenses either buying license for $15 and offer his clients for 10to6 USD.

    Others are scammers..

    official resellers of WHMCS, can get up to 55% off. Anyone can become a reseller. that means its possible to rent through reseller at under $8 per month. anyone can become a reseller, hell, I would be a reseller if i could be sure of getting 100 signups.
    anyone selling for under $7.20 would be giving a discount with a bundled service, so what they lose from the license, they make up for with (for example), a reseller hosting account. So no, its not scam.

    Technically they are, because WHMCS only allows people to resell licenses to their customers with a service, so the OP would have to buy shared or reseller hosting with the person to use a webhost- license. http://www.whmcs.com/resellers/

    "You may only sell licenses to your own hosting/dedicated customers"

    People can sell their Owned licenses but would have to pay a transfer fee to move it to their account.
