    I have a dedicated server with WHM/CPanel installed. I'm setting up a free web host and need to set up my server so people can create accounts.

    Here is an example:
    http://www.000webhost.com/order.php

    How difficult is something like this?

    You need to find the proper script to do. Once you have your desired script, it is not very hard to setup a remote access key to generate new accounts automaticaly.
