While traveling, is it allowed to use paypal account in a country other than the country for which the person signed up paypal?

To be on the safe side, it is better to inform Paypal of your traveling plans so that they can accommodate your accessing the account from different locations without raising the red flag at their end.

Just call paypal and let them know that you are living in ___ country and now operating your paypal from ____ country due to travelling just for your own safety.

I've had my account limited when I did this several years ago. Of course I was able to get it re-enabled once I returned to the states, but sending the docs etc was a pain in and of itself.

If you had taken care to intimate Paypal of your traveling in advance, you would not have to prove it with documents. As they say... Precaution is always better than cure! :)

I had used a different IP (just by mistake) once on one of my paypal ID and within 10 minutes, my account was limited!

Also, you should inform the paypal via both communication means - telephone and Email. Just in case if they have failed to update themselves through a single way, limited account on a travel will really be a pain and you won't probably be able to use it for your rest of the journey. As DON said, safety first.
