One of the most important ranking factors for Google is relevance. If a link comes from a page that is related in topic to yours the link will be worth more. If the entire site is related to yours then the link is even stronger. Unrelated links will be discounted or even ignored. So niche directories will help your site the most. Then well edited general directories with distinct categories should be your next focus.
First submit to your related niche directories and then find high PR general directories and submit your sites. Although relevant back links count more as compared to non relevant but still they also play an important role in bringing your site up in the SERPS.
If you haven't done any before even a few no name directories can sometimes give you a temporary bump. The quality and niche ones will more likely pay off in the long run, but a few others doesn't tend to hurt any.
Both will be helpful in building links, but in terms of quality of link niche directories(related to your website theme) will be more useful. Since they can provide you theme related one way link which can really boost your search engine ranking.

You need to submit your site to both general and niche directories. The three most important things that helps your site gaining more traffic and value are links, links, links. So build as many backlinks as you can (except for link farms and sites not relevant to your niche) or hire an expert.

I don't think one is better than the other per say. I think what is important is how well you're site is listed within a proper niche' or category/subcategory which can be accomplished in either setting. A real crappy niche' directory is not going to hold a candle to a good general directory and visa versa!
