One of the better ones is cs new media which we have an account with for our smaller projects. Cheapest - cant get cheaper than the free ones but would never use one.
I am with Dreamhost, using the 97$ off coupon for the first year and I think they are great, especially there support.
I'm with dreamhost. It's fine service really. But from what I've learned from other people hostgator or godaddy are better.
My favorite/best plan now is my Lunarpages shared plan. I have 11 domains hosted on the plan with no problems. The folks @ HostGator are great too. I'd also recommend looking into hostmonster or bluehost.

Having tried a lot of the cheaper hosts, I found out the hard way that you get what you pay for. I'm now with WiredTree - $49.99 a month. Amazing Support and Service.

I will be buying hostgator soon, I will be switching from my current host. They only give me 20 gb bandwidth A MONTH.
I suggest eSecuredata if you are interested in a bit more than a shared host, and are willing to do your own server maintennance and don't need a control panel (or are up to adding your own) When you start out with them, you have SSH and the flavor of *nix you want - that's it. Setting everything else on there is up to you. http://www.esecuredata.com/pricing.aspx $70/mo for a dual core, 2 gigs RAM, 500 gig drive with 2tb of bandwidth? $25 more for a second drive (that they will raid if you ask?) Yeah, it's desktop CPU's and not server CPU's - Big ******* deal. I've been hosting with them for two and a half years now - uptime is great, only major outage was when they moved the data center across town and they gave two months notice on that.
Pretty expensive I must say. At least, compared to all the major hosts such as Hostgator, godaddy and dreamhost which go at around 120-150$ per year for a similar or a better plan.
