Well, if you're working with a fairly low budget I'd suggest hiring a freelancer as opposed to asking for a quote for a company. I've just had "KimKiyaa" (a member here) design me a site and inner page for a very reasonable price - the quality was exceptional. So, I'd try asking her first If you need it coded, people are offering .psd to HTML/CSS for rock bottom rates in BST. As low as $15 in some cases
Hiring a "company" isn't a good idea imho. When I need a plumber, I don't call Global Plumbing International Inc and speak to a sales representative - I call Mick The Plumber, and he answers the phone. He doesn't give me a Power Point presentation, he just 'fixes what broke'. I have several clients that have jumped ship (into to my tiny little boat!) because they got sick of dealing with multiple people who kept passing the buck down the line... "oh I'll get our programmers to look into that" etc... Look locally. Find a design/programming student that doesn't own a suit, won't give a sales presentation, but knows how to code in his/her sleep.
