pinnacle is good! i suggest you buy external one. TV tuner cards are of the past and i suggest you go for HDTV where you can plug PC and TV at same time. Thats what i use after using tv tuner cards so long and i love it!
I used Frontech some years ago... Its In built speaker sucks... But it works fine when you connect it with an external speaker..
For digital or analog? And in what country? -------- I use an Avermedia DVB-T Volar 805 usb stick, it's also got GPS which is nice to have - but kinda useless. It captures in H.264 - but I've never really used it to record anything, because there's nothing worth capturing on TV. I'm watching Le Tour on it right now I've got an ancient analog card (Lifeview) for my desktop, but analog reception sucks where I am, so I don't use it.

TV tuner card depends whether you have a LCD monitor or analog one. If its LCD you have to buy a separate tv tuner that supports widescreen. Dont forget this. If you want cheap and best, i suggest frontech and intex. I have used both and both looks promising.
I agree with commentators above me. Pinnacle has an edge in TV tuner market. They are internal and external tuner cards, cards with or with out recording, and the one for LCD and CRT motors.
