    Sublime Text, for me personally. But apart from that, any decent text-editor will do. What more do you need?

    If you don't have knowledge of coding, then you can use Wix or 000webhost to build the website. 000webhost is comparatively inexpensive than wix

    The best free tool exists between your ears. With a working brain even the simplest of flat text editors becomes a design tool... yes, I realize this leaves 90%+ of the population completely enfeebled at the task.

    But it comes down to what you want to call "design" -- because what the majority of fools and tools out there calling themselves "web designers" consider to be "design"? ISN'T!!! At BEST it is graphic arts, at worst it's ignorant nube predating artsy-fartsy bullshit.

    When I say "architectural design" do you picture some hipster dicking around with a paintbrush watercolor on canvas, sipping a Starbucks **gacino, who commutes with five others in his 2017 Prius, or do you picture a nerd in glasses who's mastered every function of his TI calculator, sitting there at a multi-screen workstation with Autocad on one screen, the materials and safety specifications manual open as a PDF on another, pounding dunkins coffee and coca cola like there was no tomorrow, who when work gets over is going to drive his 1987 Saab 900 home by himself because there's no room in the passenger seat from all the books?

    Electrical design, mechanical design, aerospace design -- SAME QUESTION.

    ACTUAL DESIGN IS ENGINEERING -- it involves specifications (HTML, CSS), accessibility guidelines (WCAG, the reason HTML and CSS are separate), limitations of the medium (emissive colourspace, bandwidth, display sizes and resolutions). Its primary concerns are user experience, user interaction, and accessibility. ALL THING most of the art fagelahs under the DELUSION that they are "web designers" are generally so completely ignorant of they aren't qualified to be designing a blasted thing!

    Since at the end of the day, people do NOT visit websites for the "Gee ain't it neat' flashy bullshit you hang AROUND the content, they visit FOR THE CONTENT! -- and that's why MOST of the PSD jockeys out there pretending to be "designers" are either deluded fools or outright scam artists.

    Look no further than the nube predating template whorehouses like ThemeForest or Template Monster for proof enough of that, where 99.99%+ of the BS found on those sites exists for one reason and one reason only, to prey upon the ingorance of those who don't know any better. THEN the people who get duped by these hoodoo-voodoo hucksters wonder why they get their asses handed to them in the market by sites like Craigslist, or end up saddled with a low traffic money pit that never takes off.

    I don't care how huffing pretty it is, if the result is so slow loading and inaccessible nobody wants to even visit the page in the first place, what the hell good is it?!?

    Best thing is to find the tools that fits your needs. When you are starting out try as many as you can and pick your favourite.

    Just don't turn to any wordpress, wix or any other mess making websites and you will be fine.

    The best approach now a days is to use content managements sysems or blogging softwares like wordpress, drupal. You don't need to code anything and you start your website right away. If you really to go after "Tools" aproach then dreamweaver, adobe muse could be a good start.
