Which tool can I use for converting html to tpl?

    I have a html file and want to convert it to tpl files (PHP template),then which tool can I use?

    I am pretty sure you can use dreamweaver or any program for that matter and just save it as a tpl extension. Unless of course you are looking for something to transform it, in which case I have no clue.
