Not true. OOPS is important in MOST, but not all, programming languages. Some languages that do not use OOP include most types of BASIC, Assembly, FoxPro, and others.

I'd probably first learn Java, since C# and Java are basically almost the same. They both are OOP, so thats a plus. Learn OOP fundamentals first and you're set

Don't focus too much about which language to learn. Focus on programming fundamentals!!! I can't stress this enough... learn basic computer science / programming theory and it will set you up to better learn the rest. For instance... I know of plenty software programmers that can code websites but few web developers that can code software. What I'm trying to say is that if you learn programming on a fundamental level then you can pick-up ANY programming language. I recommend you start by watching the FREE 'CS 101' lectures that colleges offer (I'm a fan of Stanford's CS 101 Java lectures). Then start learning object-oriented programming (almost every modern programming language if object-oriented). After you make some software... learn good programming practices and paradigms.
