    Nah, as you see that the people of those country dont know about cricket so they are not participating. in short, in planet earth, the no. of countries who play cricket are participating in this event that is why it is termed as the world cup.

    In any ways the fact it's unfair to the term "World Cup", the term is used for business purpose. Cricket is business, like BCCI use INDIA tag for the business.
