Which software can create banners like this

 

any animation package. even photoshop with imageready can do it if you have the time.

you could find a simple gif animator (some are freeware), load your banner in and get editing!

 

Yea, you can use any design software. As for me, I'll design it in Photoshop and create the small flash effect in ImageReady.

 

Could you list a couple of the freeware gif animators?

thanks for the replies. I would prefer to use a simple application, simiar to banner maker pro which does not have a steep lurning curve like photoahop
if you know of any good programme pls let me know

 

this is done with image ready.New Photoshop CS4 is having an inbuilt animation option.They can be used to create gif images.
