Besides backlinkwatch which site is similar for finding backlinks.
I got an error message saying they reached their quota for today
    from yahoo.

Is there a toolbar for IE 8 besides Google's for finding out
    backlinks to sites.

I use advanced link manager by Capheon which is a paid tool, but is very very good.

Both are great tools to use. Just find the one that works for you and go with it. don't use multiple ones because the numbers may be scewed from tool to tool

Yahoo Site Explorer is buggy for many people (like myself) who use SEO Quake

The best way to see how many backlinks you've got for your site is via Google, unfortunately there is no Google tool that can tell you that. The only reason for this is that Google developers don't want to share how Google's ranking engine is actually ranking sites.

You can use Yahoo Site Explorer, because Yahoo search is nearest to Google's results and is probably the most accurate in this.

Doesnt Google allow it if you search with "link:" in front of your site address in their search box?

I have used different sites and they have all given me different results, so I question accuracy with all sites that provide this service.
