    I don't really get it? The way I work is coding the HTML with inline CSS, then, once satisfied, I transfer that class to the CSS sheet for reuse. Both at once... I guess

    If you are a newbie to webdesigning, Then do the Html process first buddy. After that. work on the css part. And outsketch of your site will make your css file easier to work with.

    Well this is what I've been learning and doing. Yes it can different for different people but I believe you need to do it the simplest way and by simplest means the right way. I always starts designing the website pages in any of the design application name it photoshop, illustrator or whatever. Design it in the real scale. Then you can start with the html and css. I'll go with the html first because I'm going to the the layout (divs) and then styling the layout (css).

    HTML is needed first as without it css serves no purpose. All the elements have to be defined in html and then called on in css.

    I think if you are already an expert... you will realize that you must starts HTML first before you do CSS.
    It's like building house... finish interior first before you paint. lol

    HTML that means Hypertext Markup Language, where css meaning Cascading style seet.
    If you don't know to how create a web page .Than no need to page design.
    So must be firstly learn to Html. and therefor css.
