Content, then structure (then HTML) and finally your styling (CSS).

You can't really do CSS before HTML - you need HTML elements to style before you can add CSS!

You have to first start with HTML tag and then CSS is added for different style.

In order not to repeat your HTML every time, you use CSS classes. But yes, first you do it in HTML, then CSS.

It will depend upon your coding skill without making the structure if u want to implement the css then its ok but in any website creating firstly we used the html to create the layout after that we go for css.

As per me HTML comes first for designing a website because it has various good elements that we utilize coding that aid to develop web pages & sites. CSS is used for adding style into website that we can make use after using html to designing web pages and website to make it look nice by adding style.

html will come first as it gives the structure to the page. css is used then for arranging and decorating elements within that structure.

If you a beginner then the answer is HTML as HTML is like bones in body and also that time a beginner has only to learn Web technique. But if you are expert then you should consider CSS first then HTML is developed according to CSS.
