To me, they are all as important as each other. Content has to be regular and optimised with keyword density, meta & title tags etc (for on page SEO) and link building for the targeted keywords in the content. Both content and link building for me seem to be as important as each other.

Site A: Great content but no backlinks Site B: Minimal content, not optimised but tons of relevant backlinks. In my view, site B would achieve better rankings if you are asking for simple most important factor. In reality, do both and much more!
IMO it's a matter of consistency as stated before. Good Content, Solid On-Page SEO, and Link building
It depends on the niche - subject matter. If you have a news site, then your content needs to be fresh. I have sites that haven't had content changes in years and rank #1 for some very competitive keywords. Making a statement that it is important for rankings for all sites just isn't true - it's another SEO myth. You can have a site that changes it's content 5 times a day and yet not rank for anything.
I was wondering if you could provide some evidence about your claim about content and SEO. Do you have any references from a Google patent application to support this position? How does Google or anyone determine what is quality and what isn't?
Common sense should tell you that a quality site with have more return visitors. Additionally, Google has hired over 10,000 quality raters that visit individual sites and give them a review which can improve or reduce your rankings. The review standards have been leaked some time ago - Google gets to decide what they "think" is quality and what isn't. Google also uses data about how long a visitor stays on a site, and other indicators which can also help determine they should rank the site. The higher quality the site, the more likely it is to get natural backlinks, which is again what Google uses to rank a site.
You know I see lots of people make claims on forums and they often can not back them up with evidence such as a Google patent application reference. Everything that I do SEO wise I have tested and verified. But how would one test quality as it relates to SE?. The reality is that SEO is about proper indexing and link building with a dash of speed for good measure. When I optimize a website I optimize for specific keyword phrases. So if I am targeting Pool Cleaning in Tucson I will want those three words appear in the url, the page title and page description, in the header and ALT tags and in the content expressed as a phrase. I will also want them to appear in the backlinks anchor text. It's all very simple and straight forward. So where does quality content come into play here for SEO purposes?
SEO for non-competitive keywords, the optimization is completely different than SEO for competitive keywords. Non-competitive keywords rely heavily on on-page factors, so doing basic SEO as you have stated can work very well. If you were trying to rank for a competitive keyword, on-page matters little and you could have the best on-page SEO but would never rank in the top 10. Information from the Google patent is an important read, but can be misleading. Just because it is in the patent, it doesn't mean it is being used or even if it is, how much weight a certain factor is given in the overall algorithm. For instance, the Google patent talks about giving weight to people who register their domain for 10 years vs. 1 year - and we know from extensive testing that is a red herring or something that just isn't being used. Google tweaked it's algorithm 400 times a year, or more than once a day on average. It is constantly changing. Quality content plays a factor in SEO for the reasons I outlined above.

Organic or word-of-mouth buzz is what helps build your site's reputation with both users and Google, and it rarely comes without quality content.†So as I read this excerpt from Google’s SEO Starter Guide Quality content does have an indirect SEO benefit. If you have content worthy of linking too and if people can find your site they just might want to provide you with a useful Do Follow backlink. Wow, that’s sounds more a mentally challenged like a third cousin than the king of SEO What say you?
Creating dofollow backlink id most important in all seo techniques. when you start your link building process make sure that all your link comes from dofollow pages. the google and pr update authority only follow dofollow links. I think blog commenting and complete link building process is most effective in all other services.
just build lots of links. i saw poor website no even optimize but because they have lots of link they got a good spot on google
It has to be on page SEO Optimization. If you don't have it kiss your chances of ranking high goodbye.
