Which SEO is better On-page or Off-page SEO

Both are important for a site optimization.on page require for changes in look& coding.offpage require for getting back links .

 

I think both are useful equally. But Off-page SEO is getting better result. Because we can get better page rank by back links.

On-page Search Engine Optimization:

To optimize the pages of a website targeted keywords and search terms should be placed in various areas of the page.

Title Tag - Include targeted search terms in the title tag without stuffing it.

As per my concern - 60% for off page and 40% for on page but still its depends on situation and competitors.
