I've seen people rank totally unrelated pages by just strong backlinking alone, so I'd say off-page seo and backlinking especially is more important. Of course it depends on the competition as well. If there's none you can rank #1 with just a single page and good on-page SEO.

Another voter for both. Both ON page and OFF Page are
best thing to do in SEO, see it this way, if you just pick
to create backlinks for your website but your website
is not well optimize how can you rank your website
in different SEs? And at the same time get traffic from it?

 

I think offpage is more important than onpage SEO. offpage can bring a lot of backlinks to your site while onpage is just to do some internal optimization, such as keyword density. After all, backlinks is the most important thing for SEO.

started with off page, got nearly 400 anchor text backlink.
on page, after google indexed me from my off page activities.
Again off page to pin my on page activities and improving My SERPs.
