Which section is best?

    In fear of receiving an infraction for posting in the improper forum, where exactly would I post an offer for a blogging-partner. I'm looking to see if anybody is interested in taking over one of my blogs although I will maintain ownership.

    Unless you're not paying outright (as in you're offering them part of the revenue instead) - if you're not directly paying more than $5, the thread must be placed in freebies.
