no. I have seen more than hundred websites using same script, it cannot be custom in any way... it is some script, but unknown..
everyone cannot make a same custom site.

 

Which bits make you think it's a CMS? Which particular features have you seen from site to site?

These are few examples, you can find the similarities easily.
There are dozens more I noted while searching... I'm sure its some kind of a script etc.. which people edit & uses to their requirements.

 

I can tell you that it is NOT: drupal, joomla, wordpress.
This is not a popular cms.
