    I would recommend
    marcromedia flash
    marcromedia fireworks
    photoshop CS3

    all cost money but can download free trial
    fireworks is probally the easiest

    flash is the best is you want something anymates. you can also try ulead Cool 3d or 3d Flash Animator. Ulead has some wicked effects and it's pretty easy to use.
