It does not really matter. A good directory will eventually get a decent PR. You should also look for traffic.
The higher the better! If you are going to submit to a deep category and the site doesn't look very professional and on top it has no PR often it may not be worth the effort.
I agree that a directory will eventually get a decent PR and low PR directory is easier to get approved but i think the traffic from most of the directories will not be high.Normally people do submission for SEO purposes.
I'm of the opinion that every link helps. New directories are good because it's easier to get accepted - and as they grow - your link is valued more. Established directories are good because they give you the instant help! Just don't submit to crappy directories! They harm you, not help!
PR isn't the most important thing. The things I look at are: - is the directory well indexed in google (although that will usually arrive later anyway) - do the categories only have a page or two of entries each - being on page 10 of listings for your category will have less value - are they too many sitewide links (if a directory has 10 sidebar links and 20 footer links to pharmacy, gambling etc on every page that must devalue your own link, I think) - is it good looking and has the owner made an effort to differentiate it from all the other directories available, thought about categories etc If all those factors are in place I think you are getting a useful link. For a pay directory I'd also look at cost, number of inbound links and PR

Quality directories that are affordable with solid PR are always value especially those with 365/24/7 traffic too
I don't think you can categorise directories as good and bad. A low PR directory now may eventually become a PR 5, 6 or even a 7 directory. I say submit while its low and cheap because you can be sure it will fairly expensive to submit when it becomes a PR 6.
I agree with qwestcommunications , submit while it still free they will charge once PR increase. i always submit to all the directories that available as much as i can for my new site...hope can increase my backlink.
I agree that it doesn't really matter what is the PR of the directory. Look if the directory accepts quality links. Quality links means it only accept links that are suitable for the category and it won't look like Link Farm. PR will follow if the directory has a good reputation.
