You would have more control over a static website, since Joomla has some SEO issues. I personally take control of SSI when using static web pages for a site, yes it requires more work but the ability to control everything makes it well worth the effort.

Question, what type of site would this be? A content management system might be your only choice depending on your answer.

I would go with the static too. I am however starting to integrate CMS to make site generation easier. If thats the caese, be sure to verify SEO capability of your CMS system. It seems that once you have alot of sites, CMS is the way to go. Good luck though!

always go with static site if you are doing seo

but if you can control your url with cms site than its better to go with it

and if you are familiar with joomla you should know you will no be able to do lot of changes in your designs
that you can do with your static pages

overall i want to say if you know html always go with static pages

It all depends on what kind of site you want to build. If your site going to be more like a company visit card with a few rarely changed pages, then static html would be the right choice. If you going to have a lot of dynamic content, such as news articles and etc, in that case you'll definitely need some CMS. Joomla, wordpress or drupal all have seo features, so you can use the one you like.

I think it depends on the number of pages of the site. If it's an e-commerce site and you always update the site with so many products I guess CMS could be more useful and easy to manage the optimization per product page.

While static website is good for site that don't usually updated.

If you have many products and want to sell online then I highly prefer E-commerce, OS Commerce...If you have any static service then static (HTML) would be best for you.

As far as SE loves to crawl HTML pages, but it depends on your website, if it's an online portal or shopping cart, you must go for dynamic, otherwise the best if static.
If you are having problem with only URL's
Than you can change your dynamic URL to static URL by use of scripting.
