Neither. Number 1. looks to messy Number 2. 1996 called and wants its banner back. I think using the top one with organized text would look good.
I agree with Groundup. First one will take some effort to read! Comparatively second one is cleaner. May be rounded corner and clear large fonts with 3D effect can have better effect.
Yes.. neither really make me want to click. But if I had to choose, it would be #2, since #1 is to "busy" for me. Also, when putting URL's in banners, or smaller banners like that, you dont need the http://www. Example .com would be enough, since if someone was going to type it in anyways without clicking, they dont need all of the http:/mess Plus, it allows you to make the domain bigger to see anyways without the mess. I would spend some more time working on colours, contrast and text readability, which is very important. There are fonts working particularly well in small size (for example pixel fonts). Also if using any dynamic effects, I'd rather apply them something more important then just a border.
I don't care for either of them, but #2 is cleaner and easier to read. At first glance, it's impossible to read #1 (and that's not good).
I like the animation effect on the second banner. It attracts attention. Also if UWT is your logo you should drop some shadow to emphasize it more. Cheers!
I would have to agree with the others here, I like the second one better but neither one makes me want to click on them.

I agree with groundup, they both have their weaknesses. I would however have to say that number 2 is slightly better.
