I don't know about either of those web design software programs, but on October 9th, 2007, a new web design and development tool called "Site Rubix" will be launched, and this should make it very easy for you to design websites.
I would suggest downloading the trial of Expression or Dreamweaver. Get a feel for a solid design program, not some crappy bestbuy editor. Here's a tip: When choosing a editor, look for keywords like CSS, JavaScript, XHTML, PHP... If the description doesn't mention any of those keywords, its probably not worth your time.
